Some houses around Smithville heat with hot water rather than warm air. There are no ducts and no vents: a boiler heats water, a pump sends it out to radiators, baseboards or pipes under the floor, and the heat comes off those surfaces into the room. Most boilers in Smithville burn natural gas, which makes nearly everything past the shut-off valve regulated work in Ontario.
That means a new one has to meet a federal efficiency floor, only a registered contractor may touch it, and the price depends far more on your pipework than on the boiler itself.
What the Law Requires of a New Gas Boiler
Canada’s Energy Efficiency Regulations set a floor of 90 percent AFUE for a household gas boiler that heats water. (1) AFUE stands for annual fuel utilization efficiency: the share of the gas the boiler turns into useful heat across a heating season, rather than losing it up the flue. It applies to hot water boilers manufactured on or after 1 July 2023, and “household” means an input rate under 87.92 kW, or 300,000 Btu/h. (1)
Hold that number against your own gas bill. At 90 percent, ten cents of every dollar you spend on gas leaves the house as waste heat. An older boiler running at 80 percent loses twenty cents of the same dollar, which is one dollar in five instead of one in ten, all winter long.
The regulation also does away with the standing pilot light, because a new gas boiler is not permitted to keep a flame burning continuously. (1) Electronic ignition lights the burner only when the house calls for heat, and that is the advantage Natural Resources Canada names: no pilot light burning all the time. (2) A small flame alight year-round means your boiler predates the rule.
Low pressure steam boilers have their own lower standard of 82 percent. (1) The regulation is federal, so the same numbers apply in Smithville as anywhere else in Canada.
How a Boiler Heats a House Without Any Ducts
A boiler heats water and circulates it through the house, so a house heated this way needs no duct system at all. (2) Natural Resources Canada sets out where that heated water goes:
- radiators or baseboards along the walls
- pipes run beneath the floor, which it calls in-floor radiant heating
- the hot taps, on a combi boiler that heats the house and the domestic hot water from a single unit
That is the appeal of hot water heat, and it is also its one real catch. Because the house was never built with ducts, there is nothing to tie into if you want central air conditioning later. A ducted system has to be built from scratch, or the cooling has to come from ductless indoor units. That is as true of a century house in Beamsville as of a newer one in Smithville.
What Goes Wrong With an Older Boiler in a Niagara Winter
Three of the most common complaints turn up in the rooms rather than at the boiler, and there is something you can check yourself behind each of them. (2)
- A radiator cold at the top and warm at the bottom. Air has collected at the high point, where water should be. Bleeding it out, once or twice a year as Natural Resources Canada suggests, lets the radiator fill again. (2)
- A radiator that has stopped throwing off much heat. Dust builds up on the metal and sits between the hot surface and the room air like a blanket, so vacuuming it off restores the transfer. (2)
- The expansion tank. Water takes up more room as it heats and the tank absorbs that extra volume, so the level inside it has to be right for the system to hold steady pressure. (2)
The gas side is another matter entirely. The burner, the venting and the flue are regulated work in Ontario, and there is nothing on that list a homeowner may touch. (3)
Old boilers have a habit of failing in the coldest week of the year, and there is no mystery in it. That is the week the appliance runs longest, and a component that was merely tired in November finally gives up.
Gas Boiler Work Is Regulated by TSSA in Ontario
In Ontario, work on furnaces and other fuel-fired appliances has to be done by a TSSA-registered contractor, and every registered contractor is required to employ TSSA-certified gas technicians. (3) The registration covers the business; the certification covers the person holding the tools.
Why that matters is easier to see in a case than in a rule. In June 2026 the TSSA reported that a Hamilton man had been found guilty of multiple counts of working on gas appliances without certification, and of acting as a contractor without registration. (3) It was his third prosecution, and he had held no valid certification for household fuels work since 1996. (3) On two of those jobs the hazard was immediate enough that the gas utility had to shut the supply off to protect the people living there. (3)
Owen Kennedy, the TSSA’s Director of Fuel Safety, put the homeowner’s exposure in one sentence: “None of their work, equipment or qualifications are audited or verified by TSSA.” (3)
Mike Peddle holds a TSSA Gas Technician certificate and a TSSA Heating Contractor registration. Environmental Heating & Cooling has been family-owned since 2014 and is rated 5.0 on Google. You do not have to take our word for it. TSSA keeps a public register of licensed fuels contractors, searchable by company name and by city. Run it against anyone who quotes you boiler work in Smithville, ourselves included.
What Actually Drives the Price of a Boiler Job
Two houses on the same street, both heated by radiators, can be quoted figures that look nothing alike. The boiler is the part everyone shops for, and it is usually the part that varies least. The price moves with everything the boiler is connected to.
The biggest single factor is how much of the existing system can stay. Pipework and radiators that are sound, correctly sized and sensibly laid out can often be reused. The job becomes a straight swap: the old appliance out, the new one in, tied into what is already there. Pipework that is undersized, corroded, or added to piece by piece over fifty years turns the same job into a partial rebuild, and the labour to do that is where the money goes. None of that is visible from the basement doorway, which is why nobody can price a boiler honestly over the phone.
Three other things move the figure:
- What the new boiler has to supply. One unit heating both the house and the hot water is a different installation from a boiler that heats the house while a separate water heater looks after the taps.
- How the heat reaches the rooms. Radiators, baseboards and in-floor pipe are three different distribution systems, with three different amounts of work behind them.
- What a new appliance carries that an old one did not. A boiler built to the current regulation has electronic ignition in place of a standing pilot, and a cap on the power it may draw while idle. (1) Where there is no tankless coil for the hot water, it also needs an automatic water temperature adjustment device that it is not permitted to run without. (1)
So a quote given before anyone has looked at your pipework is a price for the appliance, not for the job.
There Is No Ontario Rebate for a New Boiler
Ontario’s Home Renovation Savings program pays for heat pumps, solar panels and battery storage, attic insulation, smart thermostats and appliances. (4) Boilers are on none of those lists. (4) The program pays for the equipment it wants to see going into houses. A gas boiler already in the basement is more often the thing that makes a household eligible to apply for one of those upgrades. (4)
The program sets the amounts and changes them, so read the current figures on its own site. (4) Check any rebate offer that arrives out of the blue there too, because the program warns that scammers build convincing fake rebate websites and impersonate the contractors taking part. (4)
Boiler Questions From Smithville Homeowners
Is it worth repairing a boiler?
That depends on which part has failed and on the condition of the rest of the system. A circulating pump or a valve is a far smaller question than the heat exchanger the gas flame plays on. The pipework counts too, because a boiler swap onto sound pipework is a narrower job than a repair on pipework that is failing.
Can I install a boiler myself in Ontario?
No. Ontario law requires work on fuel-fired appliances to be done by a TSSA-registered contractor, and those contractors have to employ TSSA-certified gas technicians. (3) The rule covers a replacement exactly as it covers a first installation.
Does a boiler heat the hot water for the taps as well?
Some do. A combi boiler heats the house and the domestic hot water from one unit, and hot water for the taps is on Natural Resources Canada’s list of what a boiler supplies. (2) Others heat the house only, and a separate water heater does the taps.
Will my existing radiators and pipes work with a new boiler?
Often they will, and it is one of the things that changes a quote most. We look at the pipe sizes, the condition of the radiators and how the pipework was put together, because none of that can be read off the boiler.
What does the 90 percent rule mean for the boiler I already have?
Nothing at all. The 90 percent floor applies to household gas hot water boilers manufactured on or after 1 July 2023. (1) It governs what may be built and sold, not what is already installed in your basement.
How often does a boiler need servicing?
Natural Resources Canada, in its maintenance guidance for ENERGY STAR certified homes, says gas boilers should be serviced at least every two years. (5) Treat that as the minimum rather than the plan, because a boiler that is noisy, leaking or losing pressure needs looking at long before two years are up.
